Just a quick one , is a runner who has won an Australian Junior Title at 100m and 200m at U17 level eligible to run in a 70m Restricted race at Rye ??

If they have won a junior title above U16 then they are not eligible to compete in restricted races.

What about a win at Vic Juniors 200m U/16 does that make someone eligible or ineligible to run in a restricted event also ?

Rule 8.1 (a) says junior divisions "above" U16. So the way I read it if you won one in U16 you would be OK.

Toolman you can't be an Under17 Champion as grading is under 16 or under18. So who is your mystery man you are concerned about.

The rules seem outdated. A winner of a title can just be placed behind novice handicap. If you have won a discus title you are ineligible under this rule.
The rules (8.1C) also state you cannot have won a final of any event conducted by the Australian Athletics Confederation and/or affiliated bodies (including the VAL) for events totalling a prize pool of $300 or more. Rizzo won Stonnington under 20 ($1000 prize pool) for more than this amount and still ran in the Stawell 100m novice. There are others as well. This affects every under age final winner as the prize pool is usually $300 or more.

Although not specifically outlined in the Novice section of the rules, the next section in the rules for Juniors squashes the $300 rule clause.
9.4 Winning a Junior event does not effect a Restricted status of an athlete

Rule 8.1C is a strange one. You can win a race under $300 and still be novice. In my mind you are either novice or not. Money shouldn't come into it.

For rule 8.1A does Vic or National schools titles count?

I do believe Toolman is probably talking about the older Fighera girl. She did win the Australian Titles in 2014 in the Under 17 division. Don't know why he is worried though we all know girls don't win the Novice events too often. Hope there isn't a fiasco like what happened with the eligiblity of the Under 17 runners at Stawell. Which reminds me we never got our $6 back

Good get there Hubbaup I was talking about Sophia Fighera. And I agree with you she maybe couldn't win it anyhow and they may not know of the entry criteria. There is an Under 17 at the Australian Juniors Flash you are probably thinking of Schools which goes 14's 16's 18's. It was a damn good run in the wet.
