Declare a close meet to Stawell as a non penalty meet.

The obvious one here is Maribyrnong

Encourages more competitors to attend

Just remember though marcus that non penalty means that you will stay on the same mark for the win whilst everyone else gets a lift.
So in actual fact you will meet the majority of other runners worse off at Stawell but in terms of being Penalty Free you stay on your same mark.
Who ever made up this rule should sell used cars.

Regardless of what most people believe, non penalty meetings actually draw less competitors than a normal meeting. This was proved at St Bernard's about six years back, Dandenong 2 years ago and Cricket willow last year.

Well after 68 years of involvement in pro running ( when non penalty meets were common). it looks like I am living in the past I could even be a Dinosaur.
